Reentering the community from the criminal justice system is a difficult process made even more difficult for those who become homeless and unemployed due to lack of a network, or a support system. Housing instability and unemployment are risk factors that can have a profound impact on a person’s ability to succeed. It is common for Justice-Involved Individuals to not have access to safe or stable housing. In an effort to better address the housing needs of Justice-Involved Individuals, IHDA provides funding to support the acquisition, new construction, and/or rehabilitation of non-traditional housing models that serve Justice-Involved Individuals.

Housing for Justice-Involved Individuals Program Program Round 2 Request for Applications
The Illinois Housing Development Authority (IHDA) is pleased to announce funding for its Housing for Justice Involved Individuals (HJIIP) Program. Financing is available for the acquisition, rehabilitation, and/or new construction of HJIIP projects that serve the most vulnerable populations and that offer flexible, voluntary supportive services designed to increase housing stability.
IHDA expects most applications will be for 100% HJIIP projects of 25 or fewer units. Requests cannot be for no more than $475,000 per project. A project concept meeting is required prior to submitting an application.

Important Dates for the HJIIP Request for Applications:
Mandatory Concept Meetings
- The Concept Meeting Request Form will be available on IHDA website by Wednesday, May 15, 2024. Once available, applicants will schedule meetings by completing a Concept Meeting Request form and emailing it to justicerfa@ihda.org.
- The mandatory Concept Meeting Request Form is due to IHDA no later than Friday, June 14, 2024.
Applications
- Applications are due to IHDA by 5:00 p.m. (CST) on Friday, September 27, 2024. Applications must be submitted electronically using IHDA’s online portal. See page 15 of the Request for Applications for more details.
