“Having a decent and safe place to live is a critical need for everyone, especially Illinois’ most vulnerable residents. The Statewide Referral Network (SRN) connects persons with disabilities or experiencing homelessness or at risk of homelessness to affordable supportive housing options around the state. Supportive housing links community integrated affordable rental housing with the services vulnerable populations want and need in order to succeed in their communities.”
– Lore Baker, Statewide Housing and Employment First Coordinator at IDHS
Vulnerable populations often have access to the supportive services they need, but they can struggle to find affordable, available housing. IHDA established the Statewide Referral Network as a way to connect people who are already accessing supportive services to the housing they need.
SRN units are targeted for households earning at or below thirty percent (30%) of the Area Median Income (AMI) with a head of household who has a disability or illness, including, but not limited to, a physical, developmental or mental limitation, substance abuse disorder, HIV/AIDS, or is homeless or at risk of homelessness.
If you are applying for 9% LIHTC for your development and you agree to dedicate a percentage of the units as SRN units, your project will be eligible for additional points toward your application score. You must show evidence by submitting a Statewide Referral Network Agreement with your application. Please reference the QAP for more guidance.
