Greening and Revitalization Efforts (City of Springfield)
IHDA understands that investing in homes and communities across the state is an effective way to combat the ongoing effects of the housing crisis and assist with revitalization efforts. We work with local governments and non-profit organizations to offer programs that address vacant residential properties and the blight that usually follows. We also fund programs that allow homeowners to make necessary repairs and accessibility improvements, allowing residents stay in their homes while improving the quality of single-family housing throughout Illinois
Illinois Homeowner Assistance Fund Home Repair Program (HAFHR) Request for Applications
The Illinois Housing Development Authority (IHDA) is pleased to announce $25 million in funding for the Illinois Homeowner Assistance Fund Home Repair Program (HAFHR)* to allow eligible homeowners the ability to address home maintenance needs that were delayed and exacerbated due to the COVID-19 pandemic.
HAFHR will award grants ranging from $1 million to $5 million to nonprofits and/or governmental entities. Grantees will, in turn, make home repair grants up to $60,000 per eligible homeowner. HAFHR grantees will be selected through a competitive scoring process.
Eligible applicants for HAFHR must be nonprofit and/or governmental entities with demonstrated experience in owner-occupied home repair, including, but not limited to, marketing the program, qualifying, and selecting homeowners, maintaining a waitlist, preparing scope of work and cost estimates, managing bids, repair work oversight, performing onsite inspections, grant management and payouts, and reporting according to federal and state standards.
IHDA is reviewing applications for HAFHR grantees and will be bringing this program via grantees in 2024.
* The Homeowner Assistance Fund Home Repair Program (HAFHR) is not available to the public at this time. Please continue to check our website for more details. The program expects to be open to homeowners in 2024.

Home Repair and Accessibility Program (HRAP)
The Home Repair and Accessibility Program (HRAP) will assist low- and very low-income homeowners with funds for vital health and safety repairs and accessibility improvements. The program, through these activities, aims to preserve existing affordable housing stock, provide investment in underserved communities, improve the health and well-being of occupants, and help low-income and disabled or mobility-impaired individuals remain in their homes.
Eligible homeowners may receive up to $45,000 in assistance for eligible repairs and/or accessibility improvements, while homeowners participating in the Roof Only option may receive up to $21,500. Assistance is provided to homeowners in the form of a 5- or 3-year forgivable loan. Please note, total household income must be at or below 80 percent of the Area Median Income (AMI) to be eligible for the program.
A network of grantees throughout the state administers this program, and homeowners must contact a grantee directly to verify their eligibility and apply. View the grantee list to see if there is a grantee serving your area. Please note that funding and organizational capacity is limited, and many grantees will have a waiting list for applicants. Due to limited program funding, not all eligible households will received funding.

Households residing in areas not currently served by HRAP are encouraged to contact a HUD-certified housing counseling agency to discuss their options beyond HRAP.

Land Bank Technical Assistance Network
The Land Bank Technical Assistance Network (“TF-LBTA” or “TA Program) was originally created as a component of the Land Bank Capacity Program, but it now operates as an independent grant program funded by the Illinois Affordable Housing Trust Fund. The TA Program assists in the building of the capacity and sustainability of local communities and land banks through responsible partnerships.

Strong Communities Program (SCP)
The SCP Program provides grant funds to municipalities, counties, and land banks to address affordable housing needs and community revitalization efforts. SCP will return vacant residential properties to productive and taxable use through rehabilitation and provide funds for demolition in cases where properties are beyond repair and negatively impacting neighboring residences. As a result, SCP has the potential to increase property values, create jobs, help reduce crime, generate additional tax revenue, and attract further community investment. By enabling greater revitalization opportunities, SCP will preserve existing affordable housing stock that is often in city centers and in proximity to community amenities (schools, parks, medical facilities, shopping, jobs, and transportation), and encourage further investment and revitalization.
