2027-2028 QAP Public Engagement Opportunities
IHDA is in the process of developing its 2027-2028 Qualified Allocation Plan, which will be released in summer 2026. Throughout this process, IHDA has undertaken a variety of opportunities to gather public feedback to integrate recommendations within its QAP, which are summarized below. IHDA intends to take the final 2027-2028 QAP before its Board for approval on Friday, July 24, 2026, and to publish the final QAP to the website at the beginning of August. IHDA has released its 2027-2028 Draft Qualified Allocation Plan for public comment, which can be accessed below.

The draft QAP’s 30-day public comment period took place from May 15, 2026, at 3:00 p.m. through June 15, 2026, at 5:00 p.m. and has now concluded. During that time, IHDA hosted a public hearing on June 8, 2026, to discuss the draft QAP. Slides that were presented at the public hearing may be accessed below.

2027-2028 QAP Summit Meetings Recap
IHDA hosted two Summits meetings during the month of March to discuss its upcoming 2027-2028 Qualified Allocation Plan. These hybrid meetings, hosted in Springfield and Chicago, provided an opportunity for IHDA staff and the public to discuss potential concepts, policy priorities, and changes to be incorporated in the 2027-2028 QAP. The meetings also included a presentation of the QAP’s development timeline and additional public engagement opportunities. The presentation from the Summit meetings is available below.
