CHDO, Subrecipients and Partners


Much of the work we do to create affordable homebuying opportunities and keep homeownership affordable for Illinois residents is done through working with community housing development organizations. These organizations ensure that the resources we allocate reach the residents who need it the most. Your organization can become a part of our grassroots team of partners. Below is more information about these programs and how we can work together.

HOME Investment Partnerships Program (HOME)

HOME is a federally-funded program formula designed exclusively to create affordable housing for low-income households. Each year approximately $2 billion is awarded to states and hundreds of localities nationwide. IHDA's Homeownership Programs Department offers HOME funds directly to units of local governments, community action agencies, non-profit organizations and community housing development organizations (CHDOs) to assist with the following activities:

  • purchase and rehabilitation assistance for homebuyers,
  • the rehabilitation of single family owner-occupied homes for homeowners, and
  • the rehabilitation of rural, small rental properties.

The HOME program aims to:

  • Expand the supply of decent and affordable housing for renters and homeowners with low and very low incomes. Depending upon the program, people earning between 50 percent and 80 percent of the area's median income will usually qualify for HOME-assisted housing.
  • Strengthen the ability of state and local governments to design and implement local affordable housing strategies that increase the stock of decent, reasonably priced dwellings.
  • Extend and strengthen partnerships among all levels of government, the private sector and non-profit organizations in the production and operation of affordable housing in Illinois.

IHDA was selected by the governor to run the HOME program statewide.

IHDA is currently accepting applications from non-profit organizations and units of local government for the Single Family Owner-Occupied Rehabilitation Program (SFOOR) and the Small Rental Properties Program (SRPP). Applications are due by February 3, 2012.

Under the SFOOR Program, funding is available for non-profit organizations and units of local government to operate a single family owner-occupied rehabilitation program in their area. HOME funds will be used to rehabilitate single family properties for the benefit of the low and very-low income homeowners. Under the SRPP, funding is available for units of local government to operate a rental rehabilitation program in their area. The unit of government will be responsible for running the program, but may work with a consultant or non-profit administrator that has housing development experience. Under SRPP, property owners match private dollars with HOME funds to rehabilitate deteriorated rental properties of 11 units or less. Please note that IHDA will not accept applications from participating jurisdictions (PJ’s) that receive HOME funds directly from the U.S. Department of Housing and Urban Development (HUD). Organizations located in the following areas should contact their local participating jurisdiction: Aurora, Chicago, Cook County, Decatur, DuPage County, East St. Louis, Evanston, Joliet, Kane County (Elgin), Lake County, Madison County, McHenry County, Peoria, Rockford, St. Clair County, Springfield, Urbana (Champaign County) and Will County.

Illinois Affordable Housing Trust Fund

Mission

The Illinois Affordable Housing Trust Fund's mission is to increase the availability of affordable, decent and accessible housing for low-income residents of Illinois. To achieve its mission, the Trust Fund finances homeownership and rental housing opportunities statewide.

Background

In September 1989, the Illinois General Assembly approved the "Illinois Affordable Housing Act" in response to the acute shortage of affordable housing within the State of Illinois. Through the Act, the Illinois Affordable Housing Program was created for the purpose of developing and coordinating public and private resources targeted to meet the affordable housing needs of low (at or below 80 percent of the area median income (AMI)) and very low-income (at or below 50 percent AMI) households throughout Illinois. Through the program, the Illinois Affordable Housing Trust Fund was created and is administered by the Authority.

The Trust Fund has historically received funds annually through the Illinois Real Estate Transfer Tax to finance affordable housing developments throughout the state. By statute, at least 51 percent of the financing each year must be expended on very low-income households. While residents cannot apply to IHDA for Trust Fund financing, organizations interested in expanding affordable housing throughout the state can apply for funding to provide funds to qualifying individuals.

Eligible applicants may include groups such as:governmental units, for-profit corporations or not-for-profit corporations. In addition, agencies must show an administrative capacity to:

  • manage a homebuying process,
  • administer a homebuyer counseling program, and
  • manage the home rehabilitation process.

Application rounds for funding activities such as down payment and closing cost assistance, rehabilitation and accessibility services under the Trust Fund are announced each year, as funds are available.
