Affordable Housing Planning and Appeal Act (AHPAA)

The Affordable Housing Planning and Appeal Act (AHPAA) was signed into law in 2003 to encourage municipalities and counties to incorporate affordable housing into their communities. Forty-nine communities in Illinois have been found to be non-exempt from the law and were required to pass an Affordable Housing Plan and submit the plan to IHDA 60 days after its adoption. IHDA was named the state-administering agency in the law, and provides tools and updates to aid non-exempt communities in compliance. All updates are posted on this website.

The 2012 Annual Update shows the latest progress related to compliance with the AHPAA.

IHDA publishes annual affordability charts to be used by non-exempt communities for compliance with the Act. These charts are based on income limits determined annually by the U.S. Department of Housing and Urban Development (HUD).
