Resources for Home Repair

In general, funds for home repair are available at the local level. Many of the larger municipalities and urban counties in the state have housing dollars allocated directly from the federal government. These communities have the flexibility to develop their own programs, including home repair programs.

In addition to resources that communities may receive directly from the federal government, IHDA allocates some of its federal funding under the HOME Investment Partnership Program for home repair, particularly in areas that do not otherwise receive these funds. Please remember: IHDA does not take individual household applications for home repair.

The Illinois Department of Commerce and Economic Opportunity (DCEO) has a housing rehabilitation component to the Community Development Assistance Program (CDAP). CDAP funds are awarded to units of local government to conduct home repair programs in targeted areas of their community. (Recent award winners). If your community is not on this list, check with your community officers to see if they are a past awardee, or preparing an application for future funding.

Rural Illinois residents can apply to USDA-Rural Development for a Section 504 Very Low-Income Housing Repair Loan or Grant. Under this program, very low-income rural homeowners can make essential repairs and improvements to thir homes to make them safe and to remove health hazards. Loans of up to $20,000 are available at a 1% interest rate to be repaid over an amortization period of up to 20 years. Limited grants are also available to certain eligible applicants who ar 62 year of age or older.The Federal Housing Administration (FHA), which is part of the U.S. Department of Housing and Urban Development (HUD), administers various single family mortgage insuranc eprograms, operating through FHA-approved lending institutions. The Section 203(k) program is the Department's primary program for the rehabilitation and repair of single family properties. (Link to HUD 203(k) page)
