The National Council of State Housing Agencies (NCSHA) this week recognized Governor Rod R. Blagojevich’s G-I Loan for Heroes homeownership program for outstanding achievement in affordable housing. The program has already invested $30 million dollars to provide low-interest loans, closing cost assistance, and homeownership counseling and has so far helped approximately 200 veterans and active duty personnel. The Special Achievement award was presented to the Illinois Housing Development Authority (IHDA) at the NCSHA annual conference in New Orleans.

Officials from Governor Rod R. Blagojevich’s Administration today joined David Barker, an Iraq war veteran from the Central Illinois town of El Paso, as he closed on his new home with the help of the State’s G-I Loan for Heroes program. In May, the Governor launched the G-I Loan for Heroes program – a $15 million pilot mortgage program to help Illinois veterans and active duty personnel afford their own homes by securing low-interest mortgages and closing cost assistance. The program makes Illinois the first state in the nation to provide significantly below-market interest, 30-year fixed rate mortgages to qualifying former and current service men and women who are working hard to provide for themselves and their families.

As with the pre-existing 30-year I-Loan Mortgage program, the I-Loan 40 offers first-time homebuyers a below-market interest rate that is fixed.

Governor Rod R. Blagojevich today launched an innovative program that could help up to 850 people across the state become first time homeowners. The Assets Illinois Homeownership Project funded by the Illinois Department of Human Services (IDHS) will offer a dollar for dollar up to $2,000 match in a structured savings account to help individuals save for the purchase of their first homes and build equity for the future. The program’s free homeownership counseling will also educate participants about the financial obligations of homeownership and help homebuyers avoid the dangers of predatory lending.

Blagojevich today announced an expansion of the Illinois Homeowner Assistance Initiative, the nation’s most comprehensive state approach to help struggling homeowners avoid foreclosure. Surrounded by partners from the lending and counseling communities and homeowners who have benefited from the state’s initiative, the Governor announced that four more lenders have joined the Homeowner Assistance Pool, bringing the total amount of refinancing funds available to $310 million. The Governor also announced that he is working with state Sen. Jacqueline Collins (D-Chicago) to introduce legislation that will make sure borrowers are notified when they’re at risk of losing their homes, and given a grace period of up to 60 days to work with counselors on payment or refinancing options before a lender can move to foreclosure.

|
On April 5, 2009, Governor Pat Quinn signed into law the Homeowner Protection Act (SB-2513). The law gives Illinois homeowners who have fallen more than 30 days behind on their mortgage payments more time to work with their lender and/or servicer to develop a plan that will allow them to remain in their homes. Lenders and loan servicers are required to notify homeowners/borrowers when a loan is past due and provide an opportunity for the homeowner to seek housing counseling.
